European Union — Peace and Security in North Africa SCORE: +1

The G8 collectively affirmed a commitment to peace and security in North Africa, first by launching the Deauville Partnership in the presence of Egyptian and Tunisian heads of government to facilitate a transition to democracy for the recently liberated Arab states. Furthermore, they collectively demanded immediate regime change in Libya, calling for an end to the violence against civilians by Gaddafi’s administration. To this end, the G8 welcomed the efforts of the International Criminal Court in their ongoing investigation of the Libyan government, and expressed their support for the Chief Prosecutor’s arrest warrants.

The European Union’s goal to pledge concrete financial action was met in the subsequent “Declaration of the G8 on the Arab Spring,”  which mandated a joint action plan by the World Bank, the African Development Bank, the European Investment Bank, the EBRD and the Islamic Development Bank.

Thus, the EU has been awarded a score of +1 for efforts toward Peace and Security in North Africa.
