The Deauville Communiqué released on 27 May 2011 has addressed issues that are fully in line with Russia’s technology and innovation objectives. Section “II. Internet” of the Communiqué outlines the “multi-stakeholder model on Internet governance” and sets out an action plan that leaders has committed to. The plan called for increase investment in the Internet, called for improved protection of intellectual property and called on governments to develop norms of behaviour in the use of cyberspace.
The communiqué has outlined the need to have national laws and framework for improved protection of intellectual property including copyright, trademark, trade secrets and patents and the leaders have renewed their commitment to ensure effective action against violations of intellectual property rights in the digital arena.
The leaders have addressed the issue of the security of networks and services on the Internet and have acknowledged that “governments have to play a role in helping to develop norms of behaviour and common approaches in the use of cyberspace and to address these issues in relevant fora.” Furthermore, the leaders have called upon stakeholders to “combat the use of Internet for trafficking in children and for their sexual exploitation.”
More importantly, the leaders have committed to “encourage the use of the Internet as a tool to advance human rights and democratic participation throughout the world”. The leaders have acknowledged that action from all governments is needed through national policy and promotion of international cooperation.
Thus, Russia has been awarded a score of +1 for achieving all of its objectives.
